The new 2009 International Residential Building Code book calls for all habitable spaces to have a means of egress. This includes your finished basement!

Egress windows are an attractive addition to the living space in your basement and are an excellent way to maintain the safety of your family. The specification for emergency openings are as follows: min net clearance of 5.7 sq ft, min net clearance opening height should be 24 inches, min net clearance width shall be 20 inches, maximum height of the bottom of the opening from the floor shall be 44 inches, and window wells must have a permanently affixed ladder or steps.
